P: Eyedropper tool can't sample colors from outside the program. Nvidia drivers conflict.

Found a problem. With latest version of PS and Nvidia drivers - eyedropper tool cannot sample colors outside PS window. it only samples black.

Hi OS,

Like Jeff, I also tested this out on Win10 and Photoshop CC 20.0.1 and was able to sample colors outside of the PS window. 

Definitely make sure you're starting the color sample within the document, keep the mouse button held down as you drag outside of the Photoshop window.

Might try restarting Photoshop, or worst case, reset the Photoshop preferences if needed.

Hi OS, I can't reproduce this problem on a Win 10 system with an NVIDIA card. If I click inside my document window and keep my mouse depressed as I drag outside the Photoshop application window, I can sample colors from the desktop and other applications, including those on a second monitor. Are you starting your sample inside the document window?

This is still a problem on Windows 10 version 1809, Nvidia driver v 417.35, Photoshop CC 20.0.1

Per Jeffrey Tranberry's comment, I tried turning Windows scaling off and on for Photoshop (via the usual route: open application Properties window, click Compatibility tab, click "Change high DPI settings" button at the bottom, and so on). No combination of these settings helped.

Still unable to sample colors outside of the PS window.

Also unable to sample colors correctly outside of the working/selected file's window, even when two+ files are open in Photoshop. The sampler picks up black, greys, or seemingly random colors.

This issue should be fixed in the Photoshop CC 2018 (19.1.4) release which is now available. 

Please update Photoshop CC 2018 via the Creative Cloud desktop app and let us know if you continue to have any trouble.

The root cause of this issue is sampling on a monitor where the scaling is set to a value other than 100%. We're working on a fix for this issue

Weird. I can reproduce this on one system here at the office. I'll ask engineering to take a look. Thanks!
