P: Fit on Screen Not working in 23.3.0

After updating yesterday to the latest version of Photoshop (23.3.0), the Fit on Screen menu item and associated Command-0 shortcut no longer enlarge an image,  If the Zoom tool is active, pressing the Fit Screen button still works.  I am on an M1 Mac, OS 12.3.1.

I have the same problem with version 23.3.... especially with floating document windows when they are smaller and have to be enlarged for fit in screen. Both on Intel Mac with Catalina and Mac M1 Max with Monterey. Another issue  is that there is no "frame" in the other screen modes like in maximized screen. After using fit in screen the image now touches the options bar and the edge of the screen. I have downgraded to version 23.2.2. for now. There everything works as usual.

If a document is zoomed out so it only covers part of the screen and you select "fit to screen" nothing happens. If a document is zoomed in so you only see part of the image and you select "fit to screen" it does fit the image to the screen. This only happens when the application frame is disabled. When I turn the application frame back on everything works as it should.

Everything worked fine in previous version of Photoshop (Mac).
