P: Flickering when using color picker tool with full screen and ruler on

Hi Community,

We are using latest version of Photoshop (23.1.0). When using the color picker tool with Ruler tunred on on a full screen mode, the photoshop window showing glitches. This is happening only when the ruler is turned on. Otherwise it seems fine.

I've reproduced the issue in Windows and have already applied a fix but I'm not seeing the same problem on Mac. Is this problem also being reported for MacOS or was this a Windows only issue?
