P: Free Transform Always On in Menu

Photoshop 25.9.0.

Free Transform in the Edit menu is always checkmarked like it's in use, even when I am not transforming anything. I can be doing anything in Photoshop, and it always stays checked as if in use.

When I first open Photoshop, it is not checked, but once I actually transform something, the menu text stays on the whole time, long after the transform has been done.

      @mlang66235 I can confirm the issue on my system too, with Photoshop version 25.9 on Windows

      Same here on macOS Sonoma 14.5 and Photoshop 2024 (ps ver 25.9)
