P: Licensing error while downloading template files from New Document window

Every time I try to download some free template files via New Document Window, I'll get following error.

Adobe Photoshop Version: 24.1.0 20221206.r.166 be4691b x64

Operating System: Mac OS 13.1.0

I have re-installed Photoshop and tried other version. I've also tried turning off the firewall, but that didn't help either. I also signed out from all Adobe apps and restarted those with no luck.

If I go to stock.adobe.com and search the same template, I can license and download it with no problem.
