P: Missing texts when saving to PDF

Photoshop version: 27.2

I made a cover for a vinyl album in photoshop.
On the back side there is a list of the tunes that is made with a numbered list in photoshop looking like this

Everything looks fine and I finally saved it to PDF that the printing shop wanted.
We got the album and it looks like this

I made the mistake of not verifying the PDF compared to the PSD. The conversion seem to remove the last line and the numbered bullets.
It's reproducable with the PSD I have. I have tried different PDF setting, but the numbers always seem to be removed somehow.
