I was having the same issues with multiple tools in Photoshop. Finally after a day of trying all things, we have found a solution on Reddit. I tried it and it fixed it right up. This is for PC only.
- Create a text document with Notepad. Name it “PSUserConfig.txt”
- Write “UseSystemStylus 0” in the text body (that’s a zero not an “O”)
- Save it in “C:\Users\*YOUR USER NAME*\AppData\Roaming\Adobe\Adobe Photoshop 2026\Adobe Photoshop 2026 Settings
(In step 3, *YOUR USER NAME* is unique to whatever your username is.)
Restart photoshop and the tools should work again.
