P: Polygonal Lasso Tool very slow when autoscrolling to the left

Since I upgraded from Photoshop CC 2015 to CC2019 it has been a torture to work with Photoshop. Very laggy performance, polygonal lasso tool very slow when autoscroll to the left (even with Shift pressed). The properties tab doesn't close when clicking on "X" button, but it closes when you try to move the window.
The redraw is very slow, with several problems of visualization. For example, if I have 2 files open and I wanna flick from one file to another (Ctrl+Tab) my screen doesn't update and I need to undock it the from tab to redraw my screen.
Almost every time, if I'm working with my file docked in Tab mode, all the shortcuts stop to work and I need to undock in order to have the shortcuts working again.
In summary, its impossible to work healthy.

I've checked already and tried different settings on Preferences, but nothing has changed.
I've tried to remove Adobe CC products from my machine and reinstall from scratch, but nothing has changed.
All the drivers are updated to the latest version.

My system:

Hi Daniel,

Please go to the application folder C:\Program Files\Adobe\Adobe Photoshop CC 2019\Required\Plug-ins\Extensions\

And try renaming HalideBottlenecks.8bx by adding a '~' at the beginning of it.  Once you have ~HalideBottlenecks.8bx, restart Photoshop and let me know if that helps with general performance issues on your system.

If that doesn't help we'll move on to the next steps.

Same here, after upgrading to CC 2019 it is hell working. Simple things as painting with brushes will give rotating balls almost immediately making it impossible to see where I am painting. This is really unacceptable performance 😞

The latest update did not help unfortunately.

Imac Pro, 64Gb with CC 2019.

Help would be greatly appreciated.

Update done.

From system info:

Adobe Photoshop Version: 20.0.1 20181029.r.41 2018/010/29: 1197484  x64

After the update, Photoshop started flawless and light and my first impression was good and the problems seemed to have been fixed. All of them, except the shortcuts which seems to be a permanent problem and possibly has some relationship with wacom driver conflict or something like this. I mean permanent because I've seen this problem since I started using Wacom for at least 10 years.

But with the usage I've realized that all the problems are happening again and now my Photoshop is bugged like before.

The only exception is the polygonal lasso tool, which I have had no issue yet.

Please update to the new update released last night, 20.0.1 and let me know if you're still seeing performance issues. If so, I have a few things I'd like you to try to see if we can mitigate what you're seeing.
