P: Recent Files panel will not open after CC desktop app update (4.1.1.202)

I have the latest version of Photoshop CC 2017.1.1 installed on the Win 7 Pro, 64 bit OS. I have the proper check boxes ticked in Preferences to enable the new Start Screen and the Recent Files Panel. The Start Screen comes up and functions as expected. When I select File>>Open, however, the normal OS file explorer opens instead of the expected Recent Files panel. Today was the first time I've seen this behavior, it did work initially when first activated a week or so ago. I deleted and recreated my PS profile but that made no difference.

 

I discussed this with an Adobe technician today and after some research he claimed it is an issue for some people with the latest PS release. I did some internet research but could not find any reports of such behavior which seemed odd given what he told me. Is anyone else seeing similar behavior?

 

Other than this anomaly, PS seems to be working as expected in all other respects.

 

Any and all thoughts appreciated.

The first image I pasted above is the Recent files which is currently showing the last 3 files I worked on. If I create a new file it will show up beside them. to pen one of yours, just d-click the image.

Thanks for your reply. I see the same workspaces you show in your reply. It seems neither of us can enable the Show "Recent Files" workspace even though we have it checked and have restarted PS. 

Even so the "Recent Files" workspace never comes up. Instead I get the Windows File Explorer even when I have an image already loaded and want to add another whether I use the Ctrl+O or File>>Open commands. Just to be sure, I presume you have both features checked in Preferences as show in the screenshot below?

Mine has always worked the way you describe. When I click open on the start screen it goes right to windows Explorer. If I click Create New it opens the new document window allowing me to select size, orientation, ppi etc.
