Photoshop CC 2015's Scrubby Zoom feature doesn't work properly anymore after installing Mac OS X 10.11 El Capitan

@43542, @Jeffrey I am happily reporting that the plug-in fixed both the Zoom Tool marquee draw delay issue and the Secondary Tools reveal delay issue.

After updating to OS X Captain animation for Scrubby Zoom doesn't work any more. It does zoom, but doesn't show animation. So it look like I drag mouse, nothing happens while I'm doing this, then zoom changes to some value, based on distance mouse travelled. Again, Zoom tool works, Scrubby Zoom works, only animation for it doesn't work. Still very frustrating.

As for settings, 'Animated zoom' is on, 'Use graphic processor' is on.
Reseting workspace and reseting Zoom tool didn't help either.

I have a plug-in that works around an API change in 10.11 that causes scrubby zoom and other UI elements like the tools submenu and other menus to not respond initially to clicking and using them. We'd like to validate it with a couple of customers. Let me know if you'd be willing to try it out. I will follow up via email if you say you're up for it.

Yes, we have traced this to some specific Apple changes in MacOS 10.11 that are not working correctly. We are continuing to work with Apple to get the issue resolved.

Yepp, yepp - update - I have just installed second beta on El Capitan - on my MacBook Pro - and now - dramatic pause - it seems to work properly again - Yes. Let ut hope that this is not a flash...... I'll come back when I have tested more. So it seems that the problem lies with apple.....

This is my experience, too. I've already reported this to Adobe, who doesn't think it's their fault. Which is weird – since it only happens in a single Adobe product... to a number of people working across different hardware.

Yep, secondary tools also show up with the same delay after clic&hold them

Same here - but it's not jerky after it is "ready" - but it is a slight delay - 2 sec - after I start dragging. Until it actually start zooming. But the zoom itself is super smooth. This is the same on all my 3 macs. (2 MacBooksPro and a MacPro)
