TargetLayersIDs property in document action descriptor shows fake ID value

1) Create new document with regular background layer. Background layer is selected by default
2) Get targetLayersIDs from document action descriptor
3) reference shows layerID 0 for background layer
4) but real background layerID is 1
5) create new layer and select background layer again and it's 1

This was fixed in 21.0 or later.

Yes, it's generated number by pre-release system. It is useless for people outside Adobe or pre-release team.

I should be more precise. Is it some generated number, where you exactly got it? I never seen anything like it... (or perhaps I did in other post of you)

That is for employee in Adobe, so we can avoid duplicates in issue tracker.
