@JDavid_ Without any detailed informations all is a guesswork.
Do you get any error messges? If yes, please post the exact message word-by-word.
Is your system up-to-date? Do you have installed all recent updates and patches for the operating system and the device drivers, especially the graphic driver? If you have a NVidia graphic card installed, make sure that you are using the recent Studio version of the driver, not the Game Ready version.
Try to reset the Photoshop preferences manually. See here Preferences in Photoshop and scroll to section "Reset Photoshop preferences". Near of the end of the document you'll find how to reset the preferences manually.

My problem is the same: The program does not start, instead an error message appears. The problem appeared after the automatic update to version 26.9. The installation language is English from the beginning. The environment: Windows 11 Pro, AMD Ryzen 5 2600, 16.0 GB RAM. Before this, there was no problem.
