I have good pc and its not leting me downolad photoshop pls help

You don't download Photoshop directly. You download and install the Creative Cloud desktop application. This is the central application manager for all Adobe apps.

 

Open the CC app, sign in with your username and password, and download/install Photoshop from there. Your plan will include some other apps,  but that's optional.
