PDF "Not compatible with this version of Photoshop"

When creating a PDF in Photoshop version 24.7, the file is not able to open after a few hours. We tried updating to the newer version (25.0) but the file doesn't seem to open. 

 

The error message shown is;

Couldn't open "file_name.pdf" because the file is not compatible with this version of Photoshop. The file is created in this exact version (24.7)

 

OS is Windows 10.

@Anna340898425bku try dragging to local then opening the PDF  in Acrobat Reader.

@UNStudio5CB0 Tell your end user to stop saving directly to the server. Save local and drag over.

I've talked to an Adobe Expert who helped me with this issue. The file was created in 24.7 and should work in 24.7, but Photoshop consistently shows the "this file is not compatible with this version of Photoshop"

 

The Adobe Expert tried the following versions;

v23.5.5
24.0
24.0.1
24.1
24.1.1
24.2
24.2.1
24.3
24.4.1
24.5
24.6
24.7
24.7.1
25.0

 

None of them were able to open the file. The files are stored on a network share. Since this issue only happened at a specific amount of files and no reply from my end-user was given, I've closed the case, both with Adobe and with my colleague. 

 

The issue seems to be originating again, with the exact same user. I've not heard any other of my colleagues about this issue, so I'm investigating whether this is something from Adobe Photoshop or the way of working of my end-user.

Mine fixed itself finally until this morning - came into work and tried to open a file that I was working with just fine yesterday and now the same exact message is back - cannot open any of my previous .pdf files with photoshop.  What gives?

I opened it up this morning and it worked just fine.  I turn off my computer every night before I leave so it could just be a communication problem with the software (coming from the cloud) and my stored local files.  However, I have no idea what I'm talking about, but restarting the computer fixed the error on my side.

Did anyone fix this yet?  I was working on files Friday just fine.  Now I can't open them.

What is weird about the error, is that the specific file that I have the same issue with, is part of an Indesign documtent in which it doesn't give me any problems.
