Photoshop 27.10 and 27.11 have a 10–15 second delay when placing an image by drag and drop and pressing Enter to confirm Transform.

I am experiencing a serious performance issue in the latest version of Adobe Photoshop while designing photo albums.
My workflow is very simple:
1. I create an album layout/document in Photoshop.
2. I drag and drop a photo directly from my drive into the Photoshop album layout.
3. The photo is placed correctly on the canvas.
4. When I press Enter to confirm the Transform operation, Photoshop takes approximately 10–15 seconds to complete the operation.
5. During this delay, Photoshop becomes unresponsive/very slow before completing the placement.
This happens even when placing just ONE photo at a time.
The important point is that this problem does NOT occur in an older Photoshop version. The same computer, same type of album workflow, and same type of image work normally in the previous version.
Important Version-Specific Finding:
I have tested the exact same workflow on different Photoshop versions. Photoshop 27.9.1 does NOT have this issue — images are placed and the Transform operation completes normally without any noticeable delay. However, the same issue occurs consistently in Photoshop 27.10 and Photoshop 27.11, where pressing Enter after dragging and placing an image causes a 10–15 second delay.
This strongly suggests that the issue was introduced starting with Photoshop 27.10 and continues in 27.11.
The issue appears to be specific to the newer/latest Photoshop version.
My system configuration:
• CPU: Intel Core i7 11th Generation
• RAM: 32 GB
• Storage: SSD
• GPU: NVIDIA GeForce RTX 3060 Ti
• Operating System: Windows 11
• Photoshop: Latest version
I have already tried the common troubleshooting steps, including checking Photoshop settings, GPU-related settings, preferences, and other performance-related settings. I have also tested the workflow in an older Photoshop version, where the problem does not occur.
Because I work on photo album designs and frequently drag and place many photos into layouts, a 10–15 second delay for every single photo significantly affects my workflow and productivity.
Could you please investigate whether this is a bug or performance regression in the latest Photoshop version, particularly related to:
• Drag-and-drop image placement
• Transform confirmation after placing an image
• Smart Object / image import processing
• GPU acceleration
• Windows file handling
• Recent Photoshop version changes
