Photoshop 27.11 on Windows: copied image cannot be pasted into any other application despite Export Clipboard being enabled

Issue: Photoshop 27.11 does not make copied image content available for pasting into other Windows applications. Pressing Paste in the destination has no visible effect.

Environment: Adobe Photoshop 2026, version 27.11 (20260929.r.26); Windows 11 Pro, build 26200.

Observed behavior: With the Photoshop General preference “Export Clipboard” enabled, content copied from Photoshop cannot be pasted into any other application tried. Copy and paste involving other applications works, so the failure appears specific to content copied from Photoshop. No error message appears.

Expected behavior: Copied Photoshop image content should be available to paste into another application when Export Clipboard is enabled.

Please investigate the Photoshop-to-system-clipboard transfer in this version. I have not identified the exact trigger or a narrower set of reproduction conditions.

Update (16 Oct 2026): Ctrl-based shortcuts in Photoshop, including Ctrl+C and Ctrl+F, also appear to have no effect; pasting into another application with Ctrl+V still does nothing. Shortcuts in other applications work. This may be a Photoshop keyboard-input problem rather than a clipboard-export problem alone. In a separate 1216 x 1216 px diagnostic document, Photoshop's scripted Copy command put bitmap data on the Windows clipboard; that test does not establish that keyboard Ctrl+C works. The active Windows keyboard layout for Photoshop is Japanese (0411). The exact cause remains unconfirmed. Please investigate Ctrl shortcut handling in Photoshop 27.11.

Correction (16 Oct 2026): The user has clarified that Ctrl+C, Ctrl+V, and Ctrl+F fail across applications, including Clip Studio Paint. My earlier statements that this was isolated to Photoshop were incorrect. The Photoshop-specific conclusion in this report is therefore unverified; please do not treat it as a confirmed Photoshop 27.11 bug. I am investigating a system-wide keyboard/input issue.
