Photoshop doing Random strokes after Alt+Tabbing or Using Space to move around

So, my issue is that when im not using Photosho and i go back to it, it seems like it’s storing all my mouse Activity and then when i first click on it is just making all the strokes that i made.
It also happens when i use “Space bar” to move around the image, when i let go and then click on the picture with a brush it makes a stroke with all the movments i made.
This is becoming really annoying and i can’t work like this. 
I Have reinstalled PS.
Tried messing around with windows mouse settings
 

• Create a text document with Notepad. Name it “PSUserConfig.txt”
• Write “UseSystemStylus 0” in the text body (that’s a zero not an “O”
  
  This also did not work
  Im not using any tablet on my system.
  
  any ideas on how to fix this?
