Photoshop PDF export on Windows ARM always creates a US Letter PDF page

 instead of preserving the document size.  When using File → Save a Copy… → Photoshop PDF, an A3 Photoshop document is exported as a PDF with a US Letter MediaBox (215.9 × 279.4 mm) instead of the original A3 page size (297 × 420 mm). The exported PDF is cropped accordingly.  The issue has been reproduced on multiple Windows on ARM devices using the native ARM version of Photoshop and has persisted across several Photoshop releases.
