Photoshop PDF is missing from both "Save As" and "Save As a Copy"

I have a 48x216 inch banner at 150 DPI. "Save As" and "Save As a Copy" are missing. Photoshop Version 25.9.1 on Windows 10 Professional. Any help?

Already tried switching to Legacy Save As. Didn't work.

That's 32,400 x 7,300 px in size. Photoshop PDF has a pixel limit of 30,000 px on the longest edge.

 

Other common reasons why a certain file format may not be available are file size, inappropriate colour mode, layers, channels or bit depth.
