Photshop v25.11 crashes with Open Command

I have updated photoshop from v25.9.1 to v25.11.
I had no problem with v25.9.1.

Now when I use the command "Open", either through the Menu File/Open or the Open button on the welcom page, to load a image into photoshop, photoshop crashes systematicallay.

If I load phothosp with shift key pressed (to avoid any external modules to be loaded) Open command works well. 

If I drag and drop an image directly into phoshop windows, the image is loaded into photoshop.

Any syggestion to solve the problem ?
