Properties panel for a type layer shows only two property sections when expanded.

When selecting a type layer, the properties panel will usually show various controls for the layer (Transform, Character, Paragraph, etc). However, I am only able to expand two of these sections at a time. When I expand the sections, no scroll-bar appears in the panel to allow me to scroll down to lower sections.

I would expect a scrollbar to appear to allow me to scroll down and expand all sections if I choose to.
