Recorded action always adds "copy" to the filename even when this is turned off in the settings

In the settings -> file-handling I activate the option NOT to add "copy" to the filename when saving as a copy.

I am editing a *.psd file. Now I record an action:
- save as copy
- select destination and file type jpeg

- close original without saving

While recording the file is saved with the original name. Now I run the ation for other files. Every saved file now contains "copy" in the file name.

Result: action saves every file adding "copy" to the file name.
Expected result: files should be saved without adding "copy" to the file name.

Same problem for years with a PC. I was told that because of the Mac's OS system, we all had to suffer with this. I too wish that Adobe would eliminate the "copy" in the filename.
