Remove tool

Remove tool is creating unwanted generative fill on empty pixels of the image in Photoshop 26.11. I'm using Windows 10

    Lock transparency, and disable generative AI in the Remove tool. There's a rolldown in the options bar for all tools that can optionally use generative AI.
