Rotate Object tool not working

Rotate Object tool is not working.  It appears to work fine through the subject selection and rotation steps of the process, but, when it generates the final image, that image is “broken.”

To me, it seems that the low-res object operations work fine and as designed.  However, when the selected image is generated, something is not working correctly.

I have attached 2 screen prints - one during the low-res part and one of the hi-res generated image.
