Save for Web and Devices in Photoshop 2025

Hello,

When saving out images for web and devices I have alway used  "Save for Web and Device" in the File drop down or the keystroke SHIFT+OPTION+COMMAND+S.  It is currently grayed out in the in File drop down menu. I have looked through my preferences, search the Adobe community and Goolged for a solution but have had no luck. The file is only 1680x900 pixels at 72 DPI. Please advise on next steps to solve this issue. Thank you.
