The screen for opening files wont load.

File > Open normally opens the operating system open dialogue. Are you getting any dialogue box at all?
Also, which version of Photoshop are you using?
If it is the current desktop version, have you tried resetting preferences? They are saved every time Photoshop closes and corruption can lead to strange behaviour such as this. Back them up first.
