Tool selection options under documents

Using Photoshop 25.12 on Mac Sonoma 14.6.1

When selecting a brush as shown on screenshot, the adjustment options dropdown is now appearing behind the document I am working on. I have also found it on the custom shape tool when trying to select a shape the window opens behind the doc. 

If I am in tab view then the dropdowns are overlaid, but my preference is to work with floating windows.

Is this a bug with the update or can I adjust it with a setting please?
