When I export layers to files, the modals remain and there's no option to close them.

Try to disable the home screen in preferences. I have a feeling that's where the glitch is.

@Old User Was it working before? And then suddenly it stopped? Instead of Export Layers to Files, have you thought 'Export as' from the Layers panel instead?
