When I open an image in Photoshop it has a dark red hue over the picture.

Hello. I'm having a problem with Photoshop. When opening an image there is a dark red hue over the picture, and then it goes away. When I use a tool like the clone stamp tool, the lasso tool, etc., the dark red hue returns and I have to wait a few seconds for it to go away again. I've tried to uninstall and reinstall the app to no avail. This really slows down my work flow so any help greatly appreciated. I use a Dell computer running windows 11, and using Photoshop version 27.10.0. Thank you.
