Windows 11. Photoshop 27.11.0 Fixed size & fixed ratio always returns to 64x64 and 1:1 Rollback to 27.10.0, now they works.

4. Photoshop starts with default preferences — then set the Rectangular Marquee Tool to Fixed Size / Fixed Ratio again and test.
