Thanks for the report and for including the system specifications.

To confirm my understanding:

• When the Program Monitor ruler/guides are visible, text objects cannot be selected directly in the Program Monitor.
• As soon as the ruler is hidden, text selection resumes working normally.
• The issue is reproducible and not limited to a specific project.

A few questions:

• Does this occur in a brand-new project with a newly created text layer?
• Is the issue limited to text layers, or does it affect shapes and other graphic elements as well?
• Does the problem occur with both Essential Graphics text and legacy titles (if applicable)?
• Could you share a screenshot or screen recording showing the ruler enabled, the failed text selection, and then the successful selection after hiding the ruler?

The fact that the behavior changes based solely on ruler visibility is interesting and may help narrow down whether this is a Program Monitor interaction issue rather than a text-layer issue specifically.
