It does not run at all.. crashes. As you can see in the attached screen shot. So I had to go back to 23.3 to continue using the Premiere

this is not just a windows problem.  I am crashing 20 times a day just simply opening team projects

@billysteel Sorry to hear that. The problem we identified here was pretty clearly Win-only and caused by a codec dll installed by the Blackmagic Desktop Video software. So it sounds like you are experiencing a separate problem. We have been seeing other recent crash reports caused by 3rd party plugins. It might be good to take a look at what sort of plugins you may have installed locally and consider removing some of them if possible.

As for the Pr 23.5 release, I'm not sure when it will go live, but it should be fairly soon... like days or weeks but not months. In the meantime, Pr 23.5 and 23.6 Beta builds are now available via the CC Desktop App. They can co-exist with your current public version(s) so it's a good way to look ahead for a possible fix. I recommend using only test projects with Beta builds though.

Hi jstrawn, I jsut wanted to add to this that this fix doesn't work for me. I'm running a Mac, and today set up Premiere 23.4 on a brand new MacBook Air, it has never had Blackmagic plugins installed on it, and it also crashed when I try to open 23.4. I am now running two Mac laptops for my company, a MacBook Pro and the new MacBook Air, and neither can run 23.4, but I've been having some success with using the Beta. However it seems that we can't get the Beta versions to open/create/or convert Team Projects, so certainly not all running smoothly. Are there any updates from Adobe for when a 23.5 may get released? Thanks!

I'm just glad the 23.4 versions of our apps can be used again by you. Please, if you see or hear of others crashing Pr, Ae or Me on win after updating to 23.4, point them the "Correct Answer" on this thread.

That worked for me! Thanks. I had an old version of Blackmagic Desktop Video (from 2018) installed on my PC. I don't use it, so I uninstalled it. I rebooted and installed the three apps that were crashing (Premiere Pro, After Effects and Media Encoder 23.4) All three work great now.

Thank you for taking the time to work with us on this @ken_sc and others. We have verified a problem with using Blackmagic Desktop Video version 10.9.11 (Feb 2018) on Windows, but it could happen with newer versions of that software as well. It has been causing users of Premiere Pro, After Effects and Media Encoder to crash on startup after updating to version 23.4.

IMPORTANT:
If you have an older version of Blackmagic Design Desktop Video software installed, you should remove it or update to 12.4.2.0 (Dec 2022) as soon as possible.

Hello all -- this may not work for all, but thanks to @jstrawn we narrowed the issue down, in my case, to Blackmagic Design Desktop Video software (on Windows). If you have a Decklink card, consider updating to 12.4.2.0 (Dec 2022 -- https://www.blackmagicdesign.com/support/download/de2c011b1e684bf88cefefe6ff4fde21/Windows).

I updated BMD Desktop Video, and now Pr, Ae and Me 23.4 open as they should.

@billysteel Re: "Another option that has worked well for me is to download the Premiere Pro Beta"

I'm very glad that using the Pr23.5 Beta buid has worked for you. I was about to add a post suggesting that as another workaround, but then we got reports that that was NOT resolving the problem for others who tried it. So, it's worth trying... the Beta is free and can co-exist with other shipping versions of our apps just fine. But people's results may vary.
