Can't control auto-added language

I didn’t add any extra language, but Premiere Pro automatically adds another language when I open the app.
After I delete it, the language comes back again.
My Windows system language is not English, but I want Premiere Pro to use English only.
I can’t control or stop it from changing the language automatically.

Default install language is english but still same,it give me other language...
