Can't type in Premiere Pro without it using keyboard shortcuts ARGH

In the latest Premiere Pro on PC (24.3), every time I add text - a simple thing! - and then start typing, it is unable to understand that I'm trying to type text. Instead, it starts launching keyboard shortcuts!!! Very frustrating. Here's the problem:

I'm now having to type things in Notepad and cut and paste them to Premiere. What is going on?? This is definitely a new bug.

I'm on Windows 10. You can reproduce this by... trying to add text.
