Cant add Video Clips to existing or New Projects in Latest Premiere Update 26.0

I just installed the LATEST Premiere Update to 26.0.0
I am now unable to add Video clips to an Existing Project AND to NEW Projects after the 1st Video clip is added. Hand Cursor with a Circle and Line appears.

I rebooted PC, tried numerous existing projects, created multiple NEW Projects, the same issue persists.

I can add Multiple Audio Clips, anywhere within the project, I just cant add Video clips.

Yes that appears to be the problem, HOWEVER, never had the issue before the 26.0 Update, also, it took about 6 attempts to "Enable?" this. Appears to be OK now.

Unsure why it was disabled? Even for brand NEW projects, I would think this would be enabled by default?
