File path collision when trying to render to Desktop with filename similar to sequence

I have strange bug. I work with PROJECT in PRODUCTION. For example, I have sequence named TEST.

Then I try to render it. Premiere shows export dialog and filename is TEST_1.mp4:

I try to rename file to TEST.mp4 (i DON'T HAVE such file in DESKTOP). And as soon as i do this, i receive error:

When i change destination - it's all ok. I don't know, why it is so. If i have such file in desktop, it just asks me to rewrite, and then it's all ok.
