Frame rate changes back to clip frame rate when linking clips

I have brought in a clip that is 24fps. I modify that clip to playback at 23.976. Everything works fine. I close PPro. 

Let's say I had to move that clip to a different Hard Drive. I re-open PPro, it then asks where the clip is. I point it to the new location, but it now changes the frame rate back to 24 upon re-linking even though I had the clip set to 23.976.

I feel that this is a bug as we should not have to re-modify clips that we re-link that have previously been modified.

Thank you for reporting an issue. We need a few more details to help, like Premiere Pro version you are on and hardware specs. Please see How to Report a Problem

 

What type of source/media files are you working with and are you also using proxies? Is the project being opened in different computers or where is the project stored? 

To clarify, you are using Modify > Interpret Footage to change the frame rate and the clip isn't being manually made offline. Instead the exact same original file is being moved to a different location and re-linked when prompted. You are not using the Replace Footage command at all, correct?
