Freeze frame not working on duplicated clip

This is a problem I've seen for a couple of Adobe Premiere Pro versions now and lately on Premiere Pro V 26.0.2.

How to replicate:

1 - Duplicate your video track by ALT+drag and place the new track above the old one (so same video in V1 and V2).

2 - Create a Freeze frame on the top layer.

3 - Bug: the top layer won't freeze.

But if you hide the layer below (V1) or move the layer below to later in the time line the V2 layer will freeze and work as expected.

Workaround is to use freeze frame segment instead or simply move the layer below to layer in the time line. But quite annoying bug that's been around for a while.

I'm on a PC and I've been able to replicate this on multiple computers.

    Hi @Otto31446350b1wb
    Welcome to the Premiere community. Thank you for taking the time to report a problem. What method are you using to create the freeze frame? When your cursor is at the frame you want, are you right-clicking the clip and selecting “Insert Frame Hold Segment” or “Add Frame Hold”, or exporting a single frame and then importing that back into Premiere?
    Here to help.

    Hi Ian,

    Thank you.

    I use the "Add frame hold" keyboard shortcut (which I set to F1) to create the freeze frame. So your first example but using the shortcut instead of right clicking.

    @IanB_360 Hi,

    I think it has something to do with my template sequence since I tried to replicate it in a completely new project and I couldn't.

    The source file in this example comes from an iPhone (.mov) nothing special.

    I’ve attached a screen recording of the issue and some information about the computer, Premiere Pro version and the template sequence of with in which it occurs.

    I tried to clear media cache but that didn't help.
