Welcome to the Premiere Pro forums and sorry for the frustration. Let us know if the suggestions provided helped. Otherwise, we need a few more details like exact version of Premiere Pro you are on and hardware specs. Please see How to Report a Problem

Are you able to use the tilde '~' key to minimize the full screen Program monitor panel, or can you see the top menu bar and change workspaces through the Window menu?

Assuming that other apps work OK, try resetting the preferences:
https://helpx.adobe.com/in/premiere-pro/using/reset-preferences.html

If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site. If NVIDIA, do a clean installation of the latest Studio Driver (NOT the Game Driver).

If that doesn't work, try creating a new project and import the old one into it.
