Hand tool moves clip instead of canvas if clip is selected

If you select the hand tool and click/drag on the canvas, it moves the canvas around - this is expected behaviour.

However, if you double click a clip on the timeline (thus selecting it to be transformed) and then click the hand tool, it moves the clip instead of the canvas.

Is this behaviour expected?
