Feature Request / Bug: Keep "New Project" Window on Top of "Welcome to Premiere" Window

Description

When launching workflows, the "New Project" dialog window frequently loses focus and disappears behind the background "Welcome to Premiere" window, causing unnecessary UI friction and interruption.

While it can be intermittent and sometimes hard to consistently reproduce, this layering bug forces users to hunt for or bring the hidden requester back to the foreground.

Desired Fix: Ensure that the "New Project" window always stays locked as the top-most modal window over the "Welcome to Premiere" screen upon startup.
