Keyframe handles stop working

Another perennial minor bug
Keyframe handles - you can extend them, but you move them back. 

• Issue – Keyframe handles - you can extend them, but you move them back. 
• Steps to reproduce –create a keyframe, grab the handle and extend, let go, try to move it back towards the keyframe
• Expected result –for it to work like it used to
• Actual result – handle is locked at its most extended position

• Adobe Premiere Pro version – all since 2023?
• Operating system – windows 11 (any version up to 25 H2)
• GPU driver version (Windows only) – Any Nvidia since 2023
