Light Leak transition doesn't render correctly in an export when a loudness normalization is applied in the effects section of said export

I am using the default Light Leak transition on a clip coming out of black on my timeline to get a wash of color over the video as it fades up. I also use the same effect between subsequent clips in my timeline. Everything looks great until I try to export the clip using a loudness normalization effect as part of the export. When loudness normalization is applied as part of the export, the transition coming out of black is devoid of color and the color pops on as soon as the transition ends. The following light leak transitions following it that are between two video clips look fine in the export, only the one coming out of black is effected. It shows in any type of export reliably, even ProRes 422 HQ uncompressed. Here are two clips uploaded to my google drive showing exactly this, as well as a screenshot of the effect in question on my timeline.

    Hi @BillBryant

Welcome to the Premiere forums. Thank you for reporting this occurrence and providing screenshots and files. For the team to try to better assist you, we’ll need more information:

    • What is the exact version of Premiere you are using?
    • Please specify if your system is Windows or macOS, along with the version.
      • GPU Driver (Windows only): Please let us know your video card driver version. We recommend updating to the most recent version; for NVIDIA users, we strongly recommend the Studio version of the driver.
    • Is this the first time you’re experiencing this issue?
      • If not when did it begin, and on what version of Premiere?

As we investigate, please try the following:

    • Nest the clip, which has the effect applied.
      • Is there a change?
    • Does rending the timeline help?

Sorry for the frustration. I hope we can help you soon!

    Best,

    Jonathan
