"Make A Copy" Causing Duplicate IDs v25.6.3

Hi Adobe Community,

 I've run into a strange issue in Premiere Pro 25.6.3 where the "Make A Copy" function in the Production panel is causing projects to get created with duplicate IDs. These are not projects being copied in the file explorer, these are being copied in the production panel inside premiere pro with the production open. This didn't seem to happen in previous versions of Premiere, but it's happening with every single new copy of a project in this new version. 

Has anyone else experienced this? Is this a bug, or something I'm doing wrong? I've tried it with projects open and projects closed, and tried even scrapping projects in the production and making them fresh and even copies of those trigger the duplicate ID error and get added to the duplicate ID list. 

Any advice would be appreciated.
