Mouse cursor intermittently does not work

This doesn’t happen during every session, but from time to time the mouse cursor does not do what I am trying to do.  When I am chagning a value by moving the mouse sideways, it highlights the numbers instead of changing them.  And when I try to lasso something it just won’t do it.  After about five seconds it will then act as intended, and then about five seconds later will not.  Sometime re-launching makes it go away, but not everytime.  This is only happening in Premier and no other Adobe apps or in the OS.

I’m in the middle of several projects and I don’t want to update yet.
