P: Dropdown-Menus are empty

In Premiere Pro 26.0.0, several dropdown-menus are occassionally empty. 

Here’s a recording of the Project manager:

The Dropdown-menu only populates when pressing Ctrl+Shift+Win+B to reset the Graphics driver. 
The populated menu only lasts for one click, then it is empty again. 

Empty dropdowns are found all across Premiere, Effects Panel, Options, everywhere.

    I just updated to Premiere Pro 26.0.2 - the bug is still here. Where’s the changelog, anyway? ​@Rach McIntire

    HI ​@pablo__0231,

    The bug was filed, but we are unable to get a repo on our side.  Testing Ann’s theory would help.  Also, similar past cases have been due to conflicts with third-party software such as Veyon incase you are using something like that.

    I’m pretty confident that the bug is related to Microsoft Powertoys’ “Fancy Zones”. 
    Since I have a 42” monitor, I use that app to segment my desktop into zones; apps snap to their zones. 
    When I deactivate Powertoys, the bug is gone immediately. It would be nice, if Premiere Pro worked together with Microsoft Powertoys.

    I have now updated to Premiere 26.0.1 (Build 3), problem is still present.

    Does the issue remain if you set Premiere to English?
