P: Max Render Quality - not functioning

Exports run as normal with Max Render Quality selected, but it has no decernable affect on quality of output. Primary use case is exporting UHD sequences at HD. The sequences contain some assets that are upscaled in motion settings on the timeline and then subsequently downscaled as part of the export. Previously using Max Render Quality has functioned similar to AE's continous rasterization and subsequently exports of upscaled-then-downscaled source material show no quality loss compared with the original source file. However, in the current version there is a noticable quality drop as if Max Render Quality has not been checked.

Maximum quality render is still not working as of 25.6.4 Build 5.  Anyone check this in latest version? My workaround is to render 3840 x 2160 timeline to a 3840 x 2160 file (you could even use a high bit rate H264 but prores or similar would be better), then put that into a 1080 timeline and scale to 50% manually in effect controls. Tried all of the various maximum quality (scaling) settings in sequence settings and render settings to no avail. This setting used to work. You’d think this would be a pretty important thing to fix.

GPU acceleration can be turned off temporarily at launch. Press Shift while starting Premiere Pro, and you should see that option.

You know what's worse - in the current version the work around I was using (of disabling GPU acceleration) is no longer possible. GPU is permanently turned on it appears.

Guys, this bug is still there, even in the newest release of the 2025 version. Kind reminder: this bug started in the 2023 version two years ago!!

It definately has something to do with CUDA. CPU MRQ works fine - just that renders take FOREVER.
