Premiere and Creative Cloud are Basically Unusable

In just the past few days, Premiere Pro has become basically unusable. Any time I try to click Export, Import, or even the Home icon, none of the buttons respond. I try installing an older version, but Creative Cloud just keeps them in an infinite loop of downloading. I try to uninstall Premiere and reinstall it but Creative Cloud doesn't let me uninstall Premiere. Incredibly frustrating, hope there's a fix. This has only been since Tuesday.
