Premiere Pro 25.6.3 Duplicate ID caused by "Make a Copy" Function in Production Panel

I’m working in Premiere Production in v25.6.3. The “Make a Copy” function in the production panel is making copies of projects that have duplicate IDs. This is now how it worked in previous versions. I’m not sure what’s causing it, but without “Make a Copy” I haven’t found a way to make copies besides just making new projects from scratch and copying content from the old version to the new version. Make a copy is causing a lot of duplicate IDs. Thank you.

    Welcome to the new Adobe Premiere community. Thank you for taking the time to report a problem. It would help us if you could use the link " How to Report a Problem," which provides steps to provide more information that can help us identify the issue. 
    I see that when I use Make a copy for the first time on a project in the productions panel, it just makes an empty project with no media. Is that what you are also seeing?

    What’s happening in my case is that when I “Make a Copy” on a project in my production it creates a copy, but it also adds the project to the Duplicate ID List.txt in my production. That seems incorrect based on my understanding of how “Make a Copy” is supposed to work. I thought when I use “Make a Copy” it will make a unique project ID for my copy, and not trigger this duplicate ID issue. Let me know if that makes sense.
