Premiere Pro Bug Jumps timeline after Edit with Filler On

This happened before, seems to be back. 

V. 24.4.1 on Windows

When I am in "Vertical Mode" if I turn on "Filler", then make a cut - either via the Text, or by CTRL-K, the head will jump forward 1:00 minute or better. It usually moves the timeline too far ahead for me to just click back. Even the text is too far forward to just click back to where I was. 

So

1. Edit video with Text

2. Select "Filler"

3. Cut out any part of video

4. head jumps forward.
